imagesEVALUATION POLICY FOR NEW TECHNOLOGIES: EXPERT AND APPLICANT STRATEGIES

Short project description: This study is looking at how grant seekers and funding bodies develop unambiguous criteria for evaluating emerging technologies. Considering the novelty of such technologies in both research & development and market terms, in practice participants need to be able to reconcile various understandings of new technologies in credible ways. Dealing with uncertainties, innovators attempt to build a supportive network, in a Latourian sense, to tackle uncertain outcomes of technological development and market behavior. The study focuses on how grant seekers attempt to build such networks while funders try to dismantle them. The project’s primary objective is to understand the discursive practices of justifying new technology by applicants, as well as their means of attracting prominent actants to preserve and justify the significance of their scientific and technological endeavours. We also examine how decision makers attempt to minimize influence of such practices on assessments of value of grant proposals.

INTERNATIONAL NON-GOVERNMENTAL DISCUSSION PLATFORMS AND TECHNOLOGICAL CHANGE: IDENTIFYING PERSPECTIVES FOR RUSSIAN PARTICIPANTS 

Short project description: The aim of this project is to identify possible forms of dialogue between participants in governance of science and technology internationally. We will examine the potential for integrating Russian researchers and policy makers, as well as those involved in developing new technologies, into international dialogues on global governance of emerging technologies. What is the role of international discussion platforms and initiatives in governance of science and technology? What are the practical mechanisms for including states and organizations in international debates? What are the implications for Russia’s participation?

Survey will be conducted with approximately 30 participants in Russia and internationally.
